A blackout is a licensing condition, not a technical fault. When a league sells broadcast rights, the contract specifies where and when a fixture may be shown. Sometimes it may not be shown at all in a particular territory at a particular time. The broadcaster then withholds that fixture in that market because it is contractually required to.

The best-known example is the United Kingdom's Saturday 3pm rule, which prevents live football being broadcast in the UK between 2.45pm and 5.15pm on Saturdays. It exists to protect attendance at lower-league grounds, and it is the reason UK broadcasters schedule Premier League fixtures at 12.30pm, 5.30pm and Sunday afternoons instead. No provider can promise to bypass a blackout

Because blackouts are applied by the broadcaster at source, they are not something an IPTV service circumvents by having better servers.
